why would you say that? subfloor issue you seeing maybe?
you have experience with that?? what happen?

Well I guess at 1st glance it appears to be a type of laminate and the surface has a "Mottled" look to it that led me to think possible flooding with those peaked areas. Now that you said it's vinyl in the private message, { and I don't install Vinyl, so I'm pulling this out of my arse ;) } I'd venture a guess that the underlayment wasn't fastened properly nor was the subfloor properly prepared which is telegraphing thru the vinyl...

Looks to me like a vinyl installed over a tongue and groove plywood with no extra subfloor on top.

ok,
now we are on the road to "nailing the installer for not prep'ing the subfloor" is there anything else that looks to be manufacturing?

I am not going to write up the installer on this one for subfloor prep, I was sent to inspect something else.

Look at photos 1 and 2.

by the way, do you guys think it could be OSB subfloor that got rained on in a new construction???

the last two photos also show what the first two show.

Then in my ignorance I will fall back on the "Mottled" look in the Vinyl....
Only other thing I see is a possible side to side sheen difference in the vinyl.

OSB or plywood in either case would call for a additional overlay I would say.
